Public Relations Capacity of the Serbia Ministry of Defence - 2010

Public Affairs is a central function in civil-military relations. Citizens rely upon information from the media to make informed decisions and to hold their leaders accountable.

Yet, the contrasting missions of the media and the defence establishment can strain relationships. Media organizations seek transparency and to share information, whereas the defence establishment often works to keep aspects of its activities secret and outside the public domain. It is a struggle for the defence establishment, even in an established democracy, to develop policies and practices that keep society informed about its activities.
 
The Serbia Ministry of Defence has crafted a Strategy for Communications which sets out priorities for this learning process. With the support of the Kingdom of Norway, this project  aids the Serbia MoD Implementation Plan for that Strategic document.

Advanced Distance Learning at the Serbia Military Academy - 2010

In a modern democratically controlled military, every soldier must continually improve throughout their career, not only during periods of regular education. On the other hand, a small army needs all its personnel at work.  Current methods of courses offered to the military in Serbia requiring months or years away from posts are no longer acceptable.  As educational systems increasingly go on-line, the ability to participate in and produce on-line education becomes a critical element of reinforcing legal and ethical norms, force interoperability, and regional integration.

In the face of these challenges, the Serbia Ministry of Defense Directorate of Education prepared a comprehensive program for developing and implementing a distance learning platform for use by the Military Academy and Command and Staff Colleges.  Thanks to the generous support of the Kingdom of Norway, this project will support the build of that capacity at the request of and in close cooperation with the Military Academy, the authors of this Serbia MoD program for ADL, and their superiors.

The Serbia & Montenegro Ministry of Defence is slowly turning the political rhetoric of reform and civilian control of the armed forces into real steps. Sustained reform is unlikely without Ministry capacity to plan and react strategically - and strategic behavior demands informed decision makers. Yet, there is very little capacity in the Ministry for applied policy research and analysis to inform decision-making, and what capacity does exist is highly centralized, poorly managed, and ultimately of little operational value.

Between the Cracks: Balkan Cigarette Smuggling, 2004

Smuggling, trafficking and other forms of illicit trade have, in recent literature, mostly been analyzed as manifestations of state weakness or deviance. Aida Hozic turns this argument on its head. Smuggling is a game dependent on politically or juridically constituted transit zones where laws of territorial states are temporarily suspended. The management of these exceptions is the sign of a quite capable state, albeit one where legality and illegality are deeply intertwined.

Smuggling in the Southern Adriatic – A Community Case Study, 2003

Border communities are the deep line of defense against smuggling. However, these same communities are often involved in the smuggling themselves. If you want to mobilize a local community to resist smuggling weapons, first identify the smuggled commodity that they are ready to mobilize against (in this case, drugs). Nearly all commodities smuggled are via the same network, so mobilization against one commodity is mobilization against all.
